Penalizing organized retail theft

SB 1059 established organized retail theft as a separate criminal charge (class 4 felony) from shoplifting. A person, either alone or in conjunction with another person, commits organized retail theft by: a). Removing merchandise from a retail establishment without paying the purchase price with the intent to resell or trade the merchandise for money or other value; or b). Using an artifice, instrument, container, device or other article to facilitate the removal of merchandise from a retail establishment without paying the purchase price.
Linda Gray supported SB 1059 because millions of dollars of property is stolen from businesses each year - not by shoplifters who want the products for themselves, but to sell the items on the open market.
